Administrative Officer

TThe Administrative Officer serves as an administrative advisor to the Service Chief. As such, the incumbent provides a key role in assisting the Service Chief in the development and implementation of policies and procedures, both long and short-range planning, budget, guidelines, and proposals for efficient and effective utilization of resources and the operation of the service. The policies and procedures concern all aspects of the organization including budget and fiscal management, supply, service and equipment procurement, human resources and workforce utilization, contract negotiations, initiation and oversight, construction and renovation, and space utilization. He/ she performs and/ or directs special studies and projects for the Service Chief, some highly confidential and complex in nature, and other duties as assigned. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized Experience GS-9 :
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a master's or equivalent graduate degree, LL.B. or J.D or 2 full years of progressively higher-level graduate education leading to such a degree? Please note:

Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. Must possess at least one (1) full year of Specialized Experience that equipped you with the knowledge, skills, and abilities to perform the duties of this position at the GS-11 grade level. This experience must have been equivalent to at least the GS-09 level in Federal service. OR GS-11 EDUCATION:
Must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related. (One year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the 1 year of full-time study requirement). Physical Requirements:
The duties and responsibilities of this position require some mobility between the Office and various other clinics/offices located at any of our health care system sites. General the work is sedentary but may require some slight physical effort. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
