Safety and Occupational Health Manager

As the principal safety program coordinator for VISN 4, incumbent will plan, direct, coordinate, and evaluate a comprehensive VISN safety program. The incumbent serves as the Safety & Occupational Health Manager and Emergency Management Coordinator. In this role, the incumbent works will all levels of organizations within VISN 4, (9) Medical Centers, VA Central Office, the VA Office of Emergency Management, the Occupational Safety and Health Administration (OSHA), and the Department of Homeland Security. Duties include, but are not limited to:
Serving as the principal safety consultant and advisor to the Network. Interpreting and applying new and existing safety regulations, codes and standards and assuring that specific programs, policies, and practices are consistent with all applicable federal regulations. Supporting the environmental protection coordinator by implementing and assessing environmental compliance issues and the Green Environmental management Systems (GEMS) programs. Supporting the VISN in the areas of fire protection engineering and industrial health and hygiene. Assessing VISN construction impact and safety program requirements and advising the VISN Director, VISN Capital Asset Manager, VISN Chief Financial Officer, and facility management on issues and needs that justify or significantly impact capital and operating expenditures including equipment needs. Supporting the development of long-range construction plans for facility renovations and overseeing the fire safety review requirements for all construction documents. Representing the Network and VISN Capital Asset Manager in conferences conducted by federal, state, and local agencies and private concerns that may have an impact on healthcare safety or the safety of any VA related activity. Acting as the Network resource on all safety and fire protection program matters when problems arise that cannot be resolved at the local level. Acting as the Network resource for pre-occupancy inspections and acceptability for all new construction, renovations, leased space, community nursing homes, and community residential care facilities and State Veterans' Homes. Evaluating local employee safety related complaints that cannot be resolved at the local level. Making final determinations by studying the problem and assessing the degree of compliance with applicable regulations and standards, and when necessary develops changes and modifications to work processes, equipment operation, and/or protective devices to minimize injuries to patients, visitors, and employees and damage to VA property. Conducting a safety and fire protection program Annual Workplace Evaluation (AWE) annually or as required at each VA facility within the VISN in order to meet the VA OSHA inspection requirement. Providing technical assistance and leadership to all VA work locations within the Network to facilitate meeting VA, VHA, and Network safety and fire protection program goals. Identifying specific hazardous conditions that require in-depth analysis and subsequent implementation of measures to control or eliminate unsafe conditions. Consulting with all regulatory agencies and other experts including radiation safety officers, health physicians, industrial hygienists, environmental engineers, safety managers, fire protection engineers, infection control managers, occupational health managers to resolve difficult safety hazards and to develop safety guidelines and procedures. Assists Network Leadership in developing annual performance goals for each medical center for inclusion in Network performance goals. Develops, implements, evaluates, and improves the VISN 4 Comprehensive Emergency Management Program (CEMP) Manages and prioritizes requests for Emergency Management Performance Improvement (EMPI) funds across VISN 4. Serves and the VISN subject matter expert for emergency management. Drives innovation, compliance, and best practices across the VISN as it relates to the emergency management and Joint Commission compliance. Work Schedule:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
experience in or related to safety and occupational health that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, such as:
Analytical, administrative, or management experience in the same or similar field, performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities; managing and evaluating safety or occupational health program elements; developing and recommending safety and occupational health policy to higher levels of management; applying safety and occupational health laws, regulations, principles, theories, practices and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; analyzing or evaluating new and existing processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; evaluating and monitoring program activities and making recommendations for process improvements; assisting in the development, implementation, analysis and interpretation of data and presenting findings to leadership; training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Physical Requirements:
The work is primarily sedentary, although moderate physical effort (walking, climbing stairs require regular and recurrent exposure to operating machinery, equipment, high noise areas, hazardous materials, dusts and fumes, which may require the use of personal protective equipment to control or reduce risk. Some vehicle driving for extended distances will be required on facility audits. Some air travel will be required to attend some training and VHA meetings and conferences.
